Headquarters is located at 38 Hawley St., which is city hall.  It is home to Car 21, Rescue 1, Tower Ladder 1, EMS 21-5, Ambulances 7121 and 7122, and the fire boats.  Car 21, Rescue 1, and Tower ladder 1 respond citywide for all types of emergencies.  EMS 21-5's response area is mainly the downtown section of the 4th ward and the southwest section of the 5th ward, but has recently picked up due to the closure of Engine 6, parts of the cities Westside and 1st ward as well..  Rescue 1 covers all details in that same area, meaning anything not a full alarm.  Both the Rescue and Tower ladder respond to any elevator emergency citywide with the first due rig assigned to that area of the city.  Both ambulances cover the entire city on a alternating basis, 7121 one week, 7122 the following week, and then they continue to rotate on a weekly basis.  The fire boats are also manned by the personnel assigned to the Rescue and the Tower ladder.  The downtown section of the city is mostly businesses, high rises and taxpayer style buildings.  Several notable buildings in the downtown area are the State Office Building (approx. 20+ stories) and the Press Building (approx. 18+ stories).  Headquarters is manned by 9 personnel, the duty Chief, an officer and 2 firefighters on both the Rescue and Tower Ladder, and 2 personnel, a paramedic and an emt on the ambulance.
